One of the activity plans is focused on organisingvillage development in target villages and the Integrated Community Development in Ratanakiri province (ICD-RTK) plans to establish the following four agricultural cooperatives: (1) Vatanak Sangkum Agricultural Cooperative located in Trapeang Chres 3 village, Trapeang Chres commune. Koun Mom district; (2) Reaksmey Mean Chey Agricultural Cooperative located in Trapeang Chres 1 village, Trapeang Chres commune, Koun Mom district; (3) Ponleu Kasekor Agricultural Cooperative located in Trapeang Chres 2 village, Trapeang Chres commune, Koun Mom district; and (4) Dey Kraham Phum Kres Agricultural Cooperative located in Kres village, Chan commune, O’Chum district. The creation of a community agricultural cooperative is designed to do the following: (1) In cooperation with all cooperative members, it can solve the current and existing problems through utilization of the cooperative’s businesses and facilities such as credit, marketing, supply, capacity building, processing and product production businesses; (2) Jointly cooperate among cooperative members to avoid exploitation of middlemen to poor farmers through upholding the rights and enforcing the bargaining power of cooperative’s members; and (3) Bring happiness, prosperity, social justice, democracy, self-development and self-confidence to all members of the cooperative. These agricultural cooperatives are recognised by the Ministry of Agriculture, Forestry and Fisheries through the Provincial Department of Agriculture of Ratanakiri province. The meeting for the recognition of the certificate was held on 4 June, 2010 and attended by the deputy governor of Ratanakiri province, Director of Agricultural Extension Department of MAFF, Director of Provincial Development of Agriculture, district and provincial officers and DPA staff. Since the first stage of formulation until the present, ICD-RTK has supported those cooperatives as well as providing training courses and workshops on cooperative concepts, the roles and responsibilities of cooperative leaders and members, bookkeeping and report writing, cooperative business management and fund raising. In addition, ICD-RTK also supported these cooperatives in formulating and organising their first general assembly, electing the Board of Directors and Board of Auditors, setting up the objectives of the cooperatives and identifying the cost of fees for shareholders and membership. ICD-RTK also provided support to the cooperatives by giving them a package of running capital to start operating their businesses, providing hand tractors for serving business services to members, and constructing warehouses for running marketing business. The ICD-RTK team cooperated with the Department of Agricultural Extension by providing support to two cooperative leaders in Trapeang Chres villages for a programme for studying abroad in the field of cooperative management in Philippines and Indonesia as well as providing a study visit for pro-active cooperatives in other provinces. In the future, ICD-RTK will continue to strengthen the capacity of those cooperatives in the fields of business management, cooperative administration and more effective expansion of their business activity.
